“Europeans spend billions on ‘shadow education’” – an unusual description of private tuition.

I had no idea that private tuition was such big business. According to a report quoted by the Euractiv newsletter, French and German parents are paying more than 3 billion euros a year on extra tuition for their children. There is concern that this will create future divisions between the children of wealthier parents and their peers, or as the report quotes “ …. creating divisions that could have long-term social implications.” Not surprisingly, the extra tuition is not about helping those in educational need, but giving children, who are probably already successful and privileged, a competitive advantage.

As an aside, the tutoring industry is also a source of employment and tends to be left alone by governments and trade unions.
